Un enfant qui commence a marcher, .. hehe … not exactly what I was looking for … I knew the preschooler part, but I was hoping it was equivalent to a small child, thank you I have heard, “Bambins” but I was not sure best answer!.

answer by Mr Ed
The dictionary defines a “small child” is “un enfant qui commence à marcher! Although you can say “un tout petit”. A Pre-Schooler is “un enfant Préscolaire. At least in Quebec. So, sorry, there is no specific word in French for a small child.
